All workmanship shall be of first class quality and done in accordance with generally accepted long term placard standards. The placards shall be copy proof and resistant to fading, tearing, cracking, peeling, and blistering for a period of not less than five (5) years under normal conditions of use from the time of issuance to the public. The contractor shall also certify that all long term placards furnished conform to the specifications contained herein and shall replace all non-conforming items with others meeting these specifications without cost to the State of Hawaii. If, after meeting these specifications, long term placards become deteriorated under normal conditions of use, the Contractor shall replace long term placards at no cost to the State.
